What exists today
- Aliyah applications. The Jewish Agency runs an online aliyah questionnaire, an online aliyah file and a Global Service Center. In North America, Nefesh B'Nefesh runs a single online application in partnership with the Jewish Agency.
- Emergency operations. In past crises, such as the war in Ukraine in 2022, the Jewish Agency set up emergency aliyah processing near the borders. See emergency aliyah.
These are applications to move. To our knowledge, there is no public, standing national registry where a Jew who is not yet ready to move can learn, in advance, whether they are eligible and hold proof of it.
What our petition asks for
- Establish a national registry now: a pre-verification screener, in many languages and on the messaging apps people already use, where one core document leads to a clear eligibility answer and a dated credential, including family members whose eligibility runs through a spouse, parent or grandparent.
- Own the rule set. The eligibility rules should be owned and maintained by the Jewish Agency, which holds the eligibility process today.
- Review the dossier format the screener produces, so that people who pass do not have to rebuild their case from scratch.
What the credential would and would not do
The credential would record that a person met the eligibility test on a stated date, against a stated rule set. It would not grant entry, citizenship or Law of Return status, and it would bind no authority. Documents would be checked and not retained.
This is a proposed structure. No such arrangement exists today, and nothing here implies endorsement by, or an agreement with, the Jewish Agency, Nefesh B'Nefesh or any Israeli authority.
How you can help
Sign the petition, share it, and if you can, help fund the registry technology, point-to-point travel vouchers and caravans for new arrivals.
This guide is general information, not legal advice. Eligibility and procedures are decided only by the official process; always confirm current requirements with the Jewish Agency or Nefesh B'Nefesh.
